Sometimes people talk about signing up for gym memberships or classes specifically because money committed is a motivation they respond well to. Others know that their budgets cannot commit at this time to anything further. There’s whole communities dedicated to weight lifting techniques for free, whether using gallons of water or exercises using only body weight.
